Originally designatd the Eastern District upon Texas' admission into the United States, the lst District has historically been located in East Texas, though originally the area encompassed parts of North Texas and Central Texas as well. As Texas population has grew, the district got smaller until it only encompassed about half of Northeast Texas. In the 20th Century the 1st District traditionally encompassed, Texarkana, Marshall, and Nacogdoches. After redistricting in 2003 Texarkana, was removed from the district and Longview, Tyler, and Lufkin were added.
