The following is a list of U.S. states that were never territories:

1 Delaware Thirteen Colonies; overseas provinces of the Kingdom of Great Britain, then independent states until ratification of U.S. Constitution.
2 Pennsylvania
3 New Jersey
4 Georgia
5 Connecticut
6 Massachusetts
7 Maryland
8 South Carolina
9 New Hampshire
10 Virginia
11 New York
12 North Carolina
13 Rhode Island
14 Vermont Unrecognized Vermont Republic, then separated from New York in 1791.
15 Kentucky Separated from Virginia in 1792.
23 Maine Separated from Massachusetts in 1820.
28 Texas It was part of Mexico, and then the independent Republic of Texas from 1836 until annexation in 1845.
31 California California was part of Mexico, and was then the unrecognized Bear Flag Republic with ambiguous status under U.S. military rule before admission as a state in 1850 (an organic act for California failed in 1849).
35 West Virginia Pro-Union counties separated from Virginia in 1863.
