The Foreign Investment Review Agency was created by Pierre Trudeaus' Liberal government in 1974. It was intended to reduce th enumber of new industries/jobs created in the West. It was also created to screen foreign takeovers and the setting up of new businesses or branchplants by non-Canadians.
