The district's irregular sounding name reflects its diverse nature, with two main urban areas and several villages: typically districts with the status of cities are known simply as Cities, (e.g the City of Peterborough or the City of York).

However, the district council was created in 1974 from the combination of St Albans City Council, Harpenden Urban District Council and the St Albans Rural District Council.

The formal name of the council is St Albans District Council, although council vehicles, letterhead and website (http:www.stalbans.gov.uk) bear the brand St Albans City & District.
